On 23 September, we saw the successful conclusion of the ENTSO-e Grid Planning Modelling Showcase in China project., which is the flagship project of the EU-China Energy Cooperation Platform.

ECECP will hold a project results dissemination event on 7 December 2021. The report “ENTSO-e Grid Planning modelling Showcase in China” will be launched during the event.

The project kicked off in March 2020 when COVID stopped play, therefore the entire project was conducted online. It was only through sheer perserverance, and understanding by all partners that this project could be completed.

***********

China is in the process of power market reform, which will be the boundary condition and key factor in future grid planning, operations and investments. EU and ENTSO-E have the only truly consistent and coordinated process for grid planning on a pan-continental scale – a scale congruent with the Chinese system. The overall objective of the project was to demonstrate how effective grid planning can enable integration of growing shares of renewables and thereby reduce emissions thus advance the clean energy transition and help fight the climate change.

Four project partners: State Grid Energy Research Institute (SGERI), China Electricity Council (CEC), China Renewable Energy Centre-Energy Research Institute (CNREC-ERI) and EA Energy Analyzes (EA) participated in this project. ICF, as the lead company of the implementation consortium of ECECP was the project facilitator.

Main conclusions of the project are:

  1. Effective grid planning in China can enable integration of growing shares of renewables and thereby advance the clean energy transition.
  2. The project has showcased the critical linkage between grid planning and power market reform.
  3. Actual modelling results indicate that following a market-based approach of selecting transmission expansions, inspired by the ENTSO-E approach, significant CO2 emission reductions from China’s power system can be achieved.
